After watching different Bonus Buy videos as well as playing games myself I genuinely think No Limit City is my favourite provider, for more than a few reasons:
While they have the xWays and xNudges features on their games; most of their bonuses play COMPLETELY differently and I enjoy that they have different bonus games depending on the scatter drops. Das xBoot is probably by far my favourite slot.
I think its simply so refreshing to see their games light up in amongst a whole cavalcade of Megaways clones, Danger clones and such likes. Its at a point where I just don't think I'm all that fussed on Megaways games anymore (Primal is an exception, because no matter what, always loved Primal).
Netent are good as well but I feel a lot of their games just don't have the chance to go ABSOLUTELY BONKERS in the way NLC games can (with the exception of DoA2 of course).
So yeah, just my thoughts and wondered what other people think? No harm to you if you love Megaways games btw! These are all just my opinions and you love what you love. Hell, I still have a soft spot for Pragmatic's Da Vinci due to that game giving me my first ever 1000x win. It did it twice in one week aggggges ago.
I'm with you regarding NoLimit City. They have the best games and as they've progressed they've begun to allow for base game hits to be big and not just the bonus alone. I love the way you can get an upgraded bonus as well. They not what they're doing.

I don't play NetEnt games bar DOA2. Don't like their games. Don't play Quickspin either but I'll give them their dues with the new Cash Truck game.
I used to hate Pragmatics, now I really enjoy them. Yeah they're capped relatively low but they have some fun slots and I think the cap produces more jackpots imo.

I think that's the only thing I have against Pragmatic, is the Jackpot Cap but not as if I ever hit it anyways. Though I have always been fond of Quickspin. I've enjoyed several of their games.

I think for me the issue with BTG is I still like some of their original stuff, like I still enjoy Danger and Donuts but I'm just not interested in the next Megaways Game as its the same as the rest. I think my biggest issue with BTG is for me personally, you'll get a spin where a ton of stuff happens, its all shiny and goes on for ages and then bam... £1.40 winnings on a £1 stake. Just no need, though I have had games where things have went crazy, they've just been so few and far between compared to other games. Too many 0-10x bonuses whereas on NLC, the average (again for me) is about 50-100x bonuses.
I'll need to look into Hacksaw, I probably have played their games before and I know the name just no games are coming to mind.
I think for me, what makes a great slot (and I'm going to use Das xBoot as an example since it is currently my favourite) is the look and feel. So the graphics of Das are amazing, the music gives the tension and when slots land, I love the heaviness of the medal wilds, or the thud when a xBomb drops. Then it has to be uniqueness of the game, what does it do differently? While Das is a ways game, I really enjoy how it has the xBomb, the nudges and the fact that it has two different bonus games depending on 3 scatters or 4. Its not just more spins or more cash, its an entirely new game with more potential. Then we get into the bonuses themselves, with the Scope mechanic for a 3 scatter and then the torpedo mechanic for 4 scatters. I just think its so wonderfully and cleverly done, there isn't another slot like it. Thus if I find a game where a slot isn't going to be like it in any way, its going to get my seal of approval.
I also have a pet peeve of either games requiring four scatters for a bonus or for games that only have scatters on reels 1-3-5. I'll still play them, but it annoys me. Bonus points to things like Push Gaming where their scatters not only appear on any reel, but also act as wilds.
